DING Chengri is a professor of Urban Studies and Planning Program, University of Maryland as well as the director of National Center for Smart Growth University of Maryland. He is specialized at urban economics, urban and land policies, urban planning and policy, and China studies. He has published over 40 articles in leading journals like Journal of Urban Economics, Journal of Regional Science, Urban Studies, etc.
【Abstract】
Based on theoretical and international practice, this report critically analyses and evaluates current domestic attempts and discussions on national land use planning, and predicts the possible consequences of the practice and implementation of national land use planning. The report will also outline several core and theoretical issues that have been neglected by the academia. For example, can the institutional reform improve the division of labor between the market and planning? Can national land use planning solve the problem of powering engines of urban development and land use, or deal with the development problems brought about by economic development and fiscal decentralization?
