Professor CHENG Le Elected the Deputy Head of the China Expert Group of the United Nations ITU International Telecommunication Regulations

On March 15th, 2019, the "Participation in ITU and Asia-Pacific Telecom Organization" conference was held in Xi'an. Zhejiang University was elected as the deputy head unit of the China Expert Group of the United Nations ITU International Telecommunication Regulations. Professor CHENG Le of the School of International Studies Zhejiang University became the group deputy leader. The International Telecommunication Regulations is the only international multilateral treaty of the United Nations that deals with international information and communication rules.

 

Professor CHENG Le is the head of the international organizations and international exchange disciplines of Zhejiang University. His election means that Zhejiang University will deeply participate in the construction of the institutional discourse power of international information communication rules from both theoretical and practical levels. International rules directly influence the distribution of interests among nations and determine the role a country can play in the international community. Although China's information communication and Internet industry is developing at an alarming rate, the advantages are more reflected in business model innovation and market capacity. The level of technology research and development is still far behind that of developed countries, especially in network facilities, technology, security, etc. aspect. Developed countries have always used standards and rules to establish a "moat" to enhance the competitiveness of the industry. In recent years, there have been many layouts in the formulation of digital economic rules. In this context, China must participate in and even lead the development of relevant international rules at a higher level in order to gain greater initiative.
