The First Provincial Capital City Eco-Civilization Plan Compiled by Zhejiang University Approved by the National Development and Reform Commission (NDRC)
In order to implement the strategy of promoting eco-civilization construction by the Central Chinese government, Guiyang City Constructing a National Eco-Civilization Model City Plan (2012-2020) compiled by ZhejiangUniversity was approved by the NDRC on 17th December 2012.
GuiyangCity has been making efforts in eco-civilization construction since 2007, integrating eco-civilization construction—green economic ecology, livable urban ecology, harmonious social ecology, self-improving cultural ecology, friendly natural ecology, concerted political ecology into economic development.
After getting the task in May, 2012, a compilation group headed by Professor Zhou Guping, Vice Secretary General of the Party Committee of Zhejiang University and the Standing Vice President of Research Institute for Chinese Western Development and Professor Yao Xianguo, President of School of Public Administration and Party Branch Secretary of Research Institute for Chinese Western Development, consisting of experts and professors from School of Environment and Resources, Research Institute of Chinese Western Development was formed, with the core research team made up of Zhang Qingyu, Tian Weili, Meng Dongjun and Li Xiaoxiao. The research team carried out field investigations of several regions (counties and cities) and adopted the suggestions from relating departments to uncover the features and orientations of eco-civilization construction of GuiyangCity.
The Plan was reported to the NDRC in mid-September and the version of the Plan was finalized from 5 to 23 November after the guidance and revision from the leaders of the Department of Western Development, the NDRC. The Plan was formally approved on 17th December by the NDRC.
