The State Council announced that, beginning from January 1st 2016, two national systems of giving living allowance to disabled persons in hardships and giving nursing care allowance to major disabled persons (No. 52 Document of the State Council, 2015) were put into effect, which marked a key step in the welfare of disabled persons. In 2010, Professor HE Wenjiong, together with team members: CHEN Yuguo, YANG Yixin, ZHANG Xiang, LIU Qingjing, LV Mingxiao and XIAO Liqin, in the discipline of Social Security at School of Public Affairs, Zhejiang University undertook the “Studies on the Subsidy System of Chinese Disabled Persons”, an annual project of China Disabled Persons’ Federation and completed a Report on the Studies on the Subsidy System of Chinese Disabled Persons in December 2011. Based on their achievement, China Disabled Persons’ Federation, with other related departments, put forward the suggestion to the State Council.
